Illegal trade of rare and disappearing species of flora and fauna is one of the significant threats for biodiversity. By opinion of experts, the profit from illegal sale of wild species of flora and fauna makes up from 500 to 1000% and annual world trade turnover of wild animals and plants makes up about USA $ 10 billion. A great part of this turnover is illegal. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was founded in 1973 with the purpose of preservation of rare species of animals and plants. The Convention regulates the transference of these species through boarders of the states – members of CITES. Uzbekistan joined to this Convention in 1997. The CITES Convention includes three Supplements in which about 34000 ob objects are entered. In the first Supplement the species that are under threat of disappearance are included.

‘Library in a Rucksack’ Helps to Learn German and Get to Know Nature
The new large project for waking up of love for reading among pupils of general education schools of Uzbekistan – ‘Library in a Rucksack’ will start in March. It is organized and carried out by the Goethe-Institute in Tashkent within the framework of the Initiative ‘Schools- partners of Future’. Illustrated books for children, youth and adults divided by ten different themes will be sent in rucksacks from school to school as moveable library to make the lessons of German language more interesting, diverting and modern. Special literature is very important for studding foreign languages, that is why two rucksacks are completed with such literature; in one of them there are books devoted different branches of knowledge and in another – books about nature. Special books give an opportunity to receive language knowledge naturally as if some subject were taught in a foreign language.
After a short period of frosts, sustainable warming again has become settled in Tashkent as well as in all provinces of Uzbekistan. Meteorologists mark that the winter of this year is anomaly warm and rather dry in Uzbekistan as well as all over Central Asia. Weather wisdom tells us that all missing atmospheric precipitations rate that should fall in winter will be replenished by spring rainfalls. But this weather wisdom formed in the time when weather indicators were relatively stable not only in Uzbekistan but all over the world. The climate change is now much spoken about. May be the statistics of weather anomalies for winter of 2010 will increase the number of people considering that it is something wrong with the climate. This winter in Greece also was anomaly warm. The beginning of January became the warmest for one hundred years of monitoring.

Application of International Standards in Uzbekistan
The environment management is among top common priorities of management systems. The environment management system insures order and consistency of resolution of the ecological problems by means of resources placement, allocation of responsibilities and permanent assessment of methods, procedure and processes. The environment management system is a sign of good management of territory and raises its investment attractiveness. Introduction of environment management to the maximum extent prevents ecological disaster. The primary goal of policy in the field of environment management system is to realize the right to favourable environment and its protection from negative influence by means of transition from liquidation of pollution consequences to its prevention.
Education and Career for the Harmoniously Developed Generation
Youth’s striving for education, getting occupations and trades is welcomed and encouraged in Uzbekistan for economic and social development of the country. Moreover, the youth has an opportunity to be educated not only in our country but also abroad. The state takes great notice of youth’s education, renders assistance in getting occupations and trades. The national program for specialist preparation, worked out in Uzbekistan, aims at getting to the young generation (that makes up no less than 60% of the population of our country) all opportunities to realize the abilities in the field of education. For all this, the material and technical base of educational and scientific institutions are being developed, modern colleges and lyceums are being built, educational, specialized literature is being published. It is not accidental, 2010 is declared in Uzbekistan the ‘Year of the Harmoniously Developed Generation’. The exhibition ‘Education and Career’ is annually organized in our country for already 5 years with the purpose of rendering assistance to the youth in the choice of education.
The winter registrations of water-birds have already become traditional in our country. From year to year more and more initiating participants are involved in this event. In this year the practice of winter registration of water-birds was marked by simultaneously organized visiting of ornithologists to some water bodies in different provinces of Uzbekistan. Members of the student club ‘Phasianus’ and employees of the Society of Birds Protection went to one of the most important territories for birds in the Tashkent province – Tuyabuguz reservoir (Tashkent Sea). Large gathering of birds was not noticed, may be because of bad weather. The groups of Wigeons and Greenshanks were marked among interesting species.
Today more than one hundred scientific, research and project designing organizations are working in Uzbekistan. Their developments meet all modern requirements. They are ecological and economical, aim at solving applied problems of agricultural production. However, often the applied works and developments of scientific and research institutes hardly open way to agricultural practice. Taking into consideration these negative tendencies, the Resolution of the Cabinet Ministers of the Republic of Uzbekistan ‘On Additional Measures for Stimulation of Introduction of Innovative Projects and Technologies in Industry’ was issued in 2008.
Experience and Knowledge Plus Youth’s Fervour and Enthusiasm
Evidences of negative natural phenomena caused by worsening of weather conditions all over the world again prove the availability of real global threat of climate change. This problem affects every one of us. In this situation each inhabitant of the Earth should have clear idea of the reasons of global warming and his contribution in solution of this problem. And so competent and actual information is very important measure for adaptation to already formed and changing climate conditions. More than 1200 young leaders over the world join efforts for struggle against the consequence of climate changes. Uzbekistan does not stand apart from the modern tendencies and public initiatives.

Today everybody understands that stable and safe operation of technological complexes is impossible without equipping production with nature protection systems meeting the world technical level. As for oil and gas production companies, they, as is well known, in the near future will have to solve the vexed problem of raising of degree of the associated gas utilization to 95%. The complex method of approach – economic and legislative as well as technological is necessary for resolution of this problem. In view of this the 3th annual conference ‘Fuel and Ecology-2010’ will be held in Moscow at H.C.
The regional cooperation is not an easy problem. It includes search of the ways of joint using of valuable resources, opening of boarders for people and goods movement, coordination of construction of transport and telecommunication networks. Regional public resources, such as the environment, water, public health need joint regional development and management; regional challenges and possibilities need regional methods of approach. All these problems are difficult; however for Central Asia the regional cooperation is not one of possible version but the objective necessity.

Today the World Day of Wetlands is marked. This day should attract public attention to the importance of the wet lands for support of sustainable development of biological diversity. They supply a great population with water and biological resources, determine stability of local eco-systems, and are the habitats for many resident and migrating waterfowsl and semi-aquatic birds indicating their ways of migration. Taking the global importance of wetlands into consideration, the world community worked out and adopted special international agreement- the Convention ‘ On Wetlands of International Importance, Especially as Waterfowl Habitat’. This Convention was adopted on 2 February 1971 in Iran city Ramsar and since that time it has been called the ‘Ramsar Convention’; since 1997 the world community has marked 2 February the World Day of Wetlands.
