Lately three of UNO agencies and the government of the Republic of Uzbekistan have signed the plan of actions for 2010-2015. Thus they marked the beginning of new stage of relations of UNO and Uzbekistan. Uzbekistan became a full member of UNO in 1992 and in 1993 the first Representatives Office of UNO was opened in Tashkent. Now seven of UNO agencies are carrying out their work in Uzbekistan.
“Having signed the new Plans of actions, the UNO entered into more close and deepened partnership with the government and people of Uzbekistan in common efforts aimed at assistance to the positive changes of social and economic situation in the country”- Mrs. Anita Nirodi, the Permanent Coordinator of UNO and the Permanent Representative of UNDP (United Nations Development Program) in Uzbekistan said – “ The scale of our work in Uzbekistan has been growing during last years and we hope that by 2015, which is the deadline of achievement of the Millennium Development Goals (MDG), we will continue to support the country and see its achievement of MDG indicators of human development.
Four areas have been defined as priority in the next six-year cycle of relations. The theme ‘Environment with Integration of the Sustainable Development Principles into National Policy and Programs’ takes significant place among them.
As the press relation service of UNDP in Uzbekistan informed, the efforts in the field of environment protection and energetics will aim at effective management of natural resources, climate change and sustainable energy sources as well as at deepening partnership at institutional and local levels.
The community, specialists and experts engaged in environment protection and ecological problems have a common opinion that all projects initiated and being implemented by UNDP in Uzbekistan are very important for the resolution of many ecological problems at regional level, chosen areas are actual and necessary.
So far the Department of Environment and Energy of UNDP in close cooperation with the international donor community render assistance to the local community and state agencies which are responsible for natural resources management and environment protection in Uzbekistan. The Department’s activity aims at strengthening of ecological administration and management by means of institutional capacity development and raising of effective and sustainable methods of approach to the biological diversity conservation, achievement of sustainable management of land resources, launch of renewable energy technologies for raising of awareness and access to energy services and reducing consequences of the climate change.
A lot of interesting and important ideas on the resolution of concrete ecological programs at the regional level were implemented within the framework of the Program of Small Grants (PSG) of Global Ecological Facility. The PSG supports the measures of non-government non-profit organizations and the organizations of local communities in the area of prevention of the climate change and reduction of its consequences, preservation of the bio-diversity, protection of transboundary waters, reduction of influence of stable organic pollutants as well as prevention of land degradation with simultaneous creation of sustainable sources of subsistence for local communities.
At present the UNDP project ‘Creation of the Capacity for Clean Development Mechanism in Uzbekistan’ has achieved the great positive results.
The projects ‘Achievement of Ecosystems Stability at the Degraded Lands in Karakalpakstan and Kyzyl- Kum Desert’ and ‘Preservation of Riparian Forests and Strengthening of Protected Territories Systems in the Delta of the Amu Darya’ aim at the resolution of the complex of problems in the ecologically unfavourable areas of Uzbekistan.
New projects: ‘Integration of the biodiversity preservation principles into oil and gas sector of Uzbekistan’, ‘Raising of Energy-effectiveness of the Social and Everyday Needs Objects in Uzbekistan’, ‘Strengthening of the National Capacity for the Introduction of the Rio Conventions by Targeted Institutional Enhancement and Professional Development’, ‘Support of Development of Sustainable Cattle- Breeding in Uzbekistan’ reflect actual and priority directions in the field of the sustainable development.
The project ‘Strengthening of Stability of the National System of Protected Natural Territories by Focusing on Reserves’ has great practical and fundamental importance and founds the platform for future development.
