Regional Programs in Central Asia

 
 

 

The regional cooperation is not an easy problem. It includes search of the ways of joint using of valuable resources, opening of boarders for people and goods movement, coordination of construction of transport and telecommunication networks. Regional public resources, such as the environment, water, public health need joint regional development and management; regional challenges and possibilities need regional methods of approach. All these problems are difficult; however for Central Asia the regional cooperation is not one of possible version but the objective necessity. On the Regional Representatives Office of GTZ initiative, the dialogues on the regional programs in Central Asia were held in Tashkent on 2-3 February. The participants discussed such important problems as: the goals and practical instruments on successful implementation of joint projects and regional programs. Specialist in different branches and fields of activity such as economics, education, ecology, business, medicine and other from the countries of Central Asia were given an opportunity to share their opinions, exchange the experience and gain practical skill of discussing of wide range of problems and finding compromise. The participants of this meeting highlighted the necessity of improvement of awareness of the staff and the partners in current and future projects, increasing the capacity for management of regional processes ( cooperation, foundation of expert’s groups, multipartite dialogues and etc.). The experience of the successfully implemented regional projects is very useful for us including positive experience of the projects on environment protection and ecology that is very glad for ecologists. At the session devoted to instruments of development of regional cooperation – Accent on Practical Experience – the example of the Project on the Important Ornithological Territories (IBA) for Kazakhstan, Turkmenistan and Uzbekistan was given. The uniting goal of the regional project consist in improvement of the especially protected territories network and their management; and also strengthening of capacity of the national environment protection organizations and promotion to regional cooperation of them. The work started in 2005 and continuous up to now. During this time the circle of partners including organization and departments on national and international level has significantly broadened. Interesting issues are regularly published, regional meetings of experts are held, and the exchange of experience is taking place. But the most important is that coordination and development of joint projects and actions is carried out. The obstacles were also highlighted on this example. Every country has its own specific character, the volume and speed of implementing work are different, great efforts are needed for coordination. This example convinced us of importance of common program of activity. Also at example of IFSAS (International Fund for Saving the Aral Sea) activity, the experience of regional cooperation on social, economic and ecological improvement of the Aral Sea basin was presented. All participants of the round table dialogues dividing into groups on special themes could take part in sectional discussions. During the discussions and presentations, the sense of the common goal – sustainable development of the Central Asian Region has appeared.
